This does not represent any commitment whatsoever on the part of the HTC or any group or agency regarding the award or availability of any particular incentive. Each incentive listed has specific requirements and underwriting standards, and may be part of a competitive process. Incentives are subject to change, and there may be additional incentives not listed here which you may be eligible for. City of Cleveland Econ. Dev. Loan Program
Long-term, fixed-rate financing for businesses who cannot obtain acceptable bank financing for property acquisition, equipment purchase, new construction and related soft costs.
Commercial Acceleration Loan Fund
Bridges the gap between an early-stage entrepreneurs' need for capital and traditional commercial sources of financing primarily reserved for established businesses; supports businesses that display potential to grow substantially in size and value over a relativity short period of time
Commercialization Funding Program
Assists companies in developing and commercializing solutions (products or services) for the diagnosis and treatment of cardiovascular disease
Company Attraction Program
Provides funding to assist a company in establishing a base of operations within Ohio; targeted to companies that have a cardiovascular line of business or demonstrated expertise in cardiovascular product development
Cuyahoga County Econ. Dev. Loan Program
Long-term, fixed-rate financing for businesses to fill a financing gap beyond the amount of private participation and equity investment that can be raised
The DigitalC Fund is a $600,000 pre-seed investment fund to attract and support global and Ohio-based entrepreneurs focused on products and/or services in big data, the Industrial and Consumer Internet of Things (IOT), civic tech, and software/hardware solutions that complement these applications.
SBA microlender targeting entrepreneurs/businesses that are unable to get traditional bank financing.
Equipment Loan Program
Fixed-rate financing for businesses who cannot obtain available bank financing and need to acquire equipment or machinery to expand
Green Technology Business Grant Program
The Green Technology Business Grant Program is designed to attract new green technology businesses or to expand existing green technology businesses in the City of Cleveland. Grant assistance can be applied to green technology businesses that are creating five (5) or more new jobs in the City within the first year or for existing businesses with substantial job creation. Eligible applicants may receive grants of up to 0.5% of new payroll to the City for up to five years and may also qualify for an additional $5,000 Moving Assistance Grant.

County-SBA loan fund to assist businesses with growing sales and positive net worth with low interest rate financing
HTC Investment and Attraction Fund
The Cleveland Health-Tech Corridor is teaming up with JumpStart Inc. to pair investments in innovative businesses with attractive office, lab, coworking and incubator facilities. Businesses must be willing to relocate to Cleveland's Health-Tech Corridor.
Competitive grant and loan awards to promising tech-based startups Northeast Ohio to help validate a technology or prove the business model
Job Creation Incentive Program
Grant program offering partial payroll tax credit for new jobs created in the City of Cleveland
JumpStart Evergreen Fund
Convertible debt fund focused on high potential, innovation oriented companies with large potential markets and breakthrough potential
JumpStart Focus Fund
Seed capital investment (between $250k & $600k) in tech-based companies led by minority or female entrepreneurs throughout Ohio or those willing to move to the state. Used to leverage capital and IP/technology to achieve transformational growth in software, medical technology, advanced materials, power management, energy applications or consumer/business products
Municipal Small Business Initiative
Partnering with U.S. Small Business Administration and Cuyahoga County, this performance grant allows businesses to reduce their equity in a SBA funded project from the required 25% to 10%. The City provides a grant of 15% which is funded half by the City and half by the County. The goal of this grant is to leverage financing to benefit small businesses in the creation of jobs and opportunities in the City of Cleveland. During the process the Department of Economic Development will facilitate an initial application with the SBA. Projects must create one permanent full-time job for every $35,000 in City funds.
North Coast Angel Fund
Pre-seed investment fund with focus on early stage technology investments in high growth potential biosciences, advanced materials, electronics and controls, IT, and energy and power/propulsion.
North Coast Opportunities Tech. Fund
Competitive fund for very early stage Cuyahoga County technology companies which are excellent candidates for future capital investment.
Loan Fund to provide small amounts of capital to small business with the goal of creating or retaining jobs

Technology Validation and Startup Fund
Support Ohio start-up and Ohio young companies that license validated/proven technologies from Ohio research institutions.
Vacant Property Initiative
The Vacant Property Initiative helps overcome barriers in the full reuse of abandoned, idled or underutilized commercial and industrial properties within Cleveland. Eligible activities are property acquisition, environmental site assessments, site clearance and demolition, “as is” and “as completed” property appraisals, new construction and renovation.
Working Capital Loan Program
Provides loans for add'l working capital to bridge gap when no acceptable bank financing is available to help purchase the inventory and raw materials needed to fulfill orders.
